| BACKGROUND SUMMARY: | | The existing pump station has been compromised due to years of exposure to hydrogen sulfide. The weakened state of the unit makes it more susceptible to failure, which would have disastrous effects, exposing the environment (nearby Black Creek) to sewage flow and thereby having significant negative ramifications on our citizens. |

| IMPACT IF DENIED: | | Impending disaster if existing structure is breached due to compromised state. |
