ORDINANCE/RESOLUTION CAPTION: | Memorandum of Agreement for DHEC and HPD, for the dispensation of Naloxone. |

BACKGROUND SUMMARY: | The LEON program, through DHEC, allows the Police Department to dispense Naloxone inhalant, which can counter the effects of the substance and save the officer's life. |

IMPACT IF DENIED: | Potential risks for exposures include unconsciousness and damage to body systems up to and including death. When under the effects of substances, officers would not have the ability to defend themselves if alone, leaving them open to attack, theft of weapons or other property, and even murder. |

IMPACT IF APPROVED: | If Approved, the Department would receive shipments of Naloxone for dispensation and training. Officers would have a way to revive each other if exposed, hopefully minimizing damage and providing enough time for EMS crews to get the exposed officer to the hospital for treatment. |

FINANCIAL IMPACT: | Financial impact would be minimal. The medications would be provided free of charge from DHEC. No more than 40 hours total overtime to be used for initial training. It will present a minimal logistics burden for storage, tracking, and dispensation. |
