BACKGROUND SUMMARY:

Original lease date July 18, 2002.

IMPACT IF DENIED:

Cell service for T-Mobile will continue with current communication equipment on tower.

IMPACT IF APPROVED:

Cell service for T-Mobile will continue with additional upgraded communication equipment on tower.

FINANCIAL IMPACT:

Rental Fee will increase by $500 per rmonth.
