AMENDING AND RESTATING SEC. 10-38 OF THE CITY CODE (AS MOST RECENTLY ENACTED BY ORDINANCE NUMBER 4115 DATED 5/7/13) TO PROVIDE FOR FURTHER IMPLEMENTATION & ADOPTION OF 2015 IPMC, AS AMENDED; AMENDING CHP 54 “NUISANCES”, ARTICLE III “GENERAL PROPERTY GROUNDS MAINT” PURSUANT TO SEC. 10-38; AND OTHER MATTERS RELATED THERETO. 

Revised the enforcement provisions for a nuisance violation under the general property grounds maint code; added sections on alternative and approved materials; added direct authorization for the notice of corrective action; added a description of dangerous structures/premises; authorized the ability to disconnect utility service for vacant properties; cleaned up the discussion of boarded structures and incorporated the new IPMC standards at App A for boarding properties; provided for abatement methodology; and added explicit authorization for stop-work orders
