BACKGROUND SUMMARY: | Resolution 05-17-03 was approved to allocate match dollars from Water and Sewer Reserve Funds for the purposes of Black Creek Pump Station upgrades. The city agreed to commit $456,225.00 and RIA would commit $321,575.00 in order to assist in the upgrades. Bids for the project was received on 27 Jun 17 with the lowest bid for the project was received by North American Construction Company for $767,287.00. The bid amount will result in $445,712.00 being deducted from the Water and Sewer reserve fund. |

IMPACT IF DENIED: | Black Creek Pump Station feeds the Hartsville Waste Water Treatment Facility (WWTF). The Pump Station has sustained significant damage due to Hydrogen Sulfide over the years which has eaten through the walls of the wet well and man holes at the pump station. The upgrades will repair the Hydrogen Sulfide damage. Additionally, debris from the sewers continually damage equipment at the WWTF. The Muffin Monsters will grind up all debris reducing the changes of equipment damage. We will also install a Standby Pump which will not only provide additional pump capability, it will act as an emergency pump if the pump sustains any electrical failure. |

IMPACT IF APPROVED: | Fix decaying wet well making it structurally sound. Reduce debris being pumped to the WWTF. Provide increased capacity for the pump station and provide an emergency pump if pump station sustains electrical failure. |
