ORDINANCE/RESOLUTION CAPTION: 
APPROVAL TO APPLY FOR A SOUTH CAROLINA DRINKING WATER REVOLVING LOAN FUND (DWSRF)


BACKGROUND SUMMARY: 
In November 2020, the city received a RIA grant in the amount of $500,000 to construct the Smith Street Well.  At the same time, the city completed SCDHEC's application to be included on the SWSRF 2021 Project List. This project is needed because the high pressure zone of the city's water system relies on booster pumps to transport water to the high pressure side.  These booster pumps have outlived their useful life and require ongoing repairs.  The city's other two wells are 56 years old and 42 years old.  The average life of a well is 35-50 years.  The new well is required to provide the city with sufficient water storage and fire protection. 


IMPACT IF DENIED: 
The the booster pumps and the city's 2 wells that have outlived their useful life will fail when repairs can no longer be made.  This will jeopardize the safety of residents, businesses, and the city will be under a SCDHEC consent order.


IMPACT IF APPROVED: 
If approved the city will be able to bid the project out within a few months and ensure the viability and sustainability of its water system.


FINANCIAL IMPACT: 
This Loan will be at a rate of 1.5%, for a period of 20-30 years (length is dependent upon equipment life span and some portions of the loan can be for the maximum loan period and some less) and determined by DWSRF.
