Ordinance Number: 4423 Resolution Number: - REGULAR MEETING | | | |
| | | | | | | |
ORDINANCE/RESOLUTION CAPTION: | APPROVAL OF BAILEY BILL DESIGNATION AND PRELIMINARY CERTIFICATION FOR PROPERTY LOCATED AT 559 WEST CAROLINA AVENUE. |
| | | |
| | | | | | | |
BACKGROUND SUMMARY: | Ordinance 4240 (Adopted April 2016 for special property tax assessments to rehabilitated historic properties, Bailey Bill) allows City Council to designate and approve a historic property to participate in the special tax assessment program to foster restoration of historic properties and redevelopment of certain properties. |
| | | |
| | | | | | | |
IMPACT IF DENIED: | If denied, the developer may not be able to move forward with this project. Historic renovation projects are costly and if one of the variables that go into these projects (Bailey Bill designation) is not realized, it could mean that the project does not move forward. The Armory would then remain vacant. |
| | | |
| | | | | | | |
IMPACT IF APPROVED: | If approved, the development will be able to move forward with the renovation of the property. |
| | | |
| | | | | | | |
FINANCIAL IMPACT: | There will be no adverse financial impacts to the City of Hartsville. There will be positive indirect financial impacts as a result of this project. |
