Approval for a Memorandum of Understanding (MOU) between HPD and ATF for access to the National Integrated Ballistic Information Network (NIBIN) data through the NIBIN Enforcement Support System (NESS).

BACKGROUND SUMMARY: 
This Memorandum of Understanding (MOU) between the Bureau of Alcohol, Tobacco, Firearms and Explosive (ATF) and the Hartsville Police Department (HPD) will provide access to the National Integrated Ballistic Information Network (NIBIN) data through online access to the NIBIN Enforcement Support System (NESS).
