| BACKGROUND SUMMARY: | | Population changes reported after the 2020 Census show population variances among some of the Hartsville City Council Districts. The US Constitution, State of South Carolina and 1965 Voting Rights Act requires City Council to draw new Council District lines which comply with set criteria. The City with the assistance of the SC Revenue and Fiscal Affairs Office has submitted a redistricting plan for Council's approval and input of public. |
