| BACKGROUND SUMMARY: | The State of South Carolina is one of only two states nationwide to not adopt Hate Crime Legislation. City Council recognizes and values our diverse community and wants to deter criminal activity against any person motivated by bias or hatred towards any individual because of their diverse characteristics. |
