ORDINANCE/RESOLUTION CAPTION: 
Ordinance to reaffirm the option for Councilmembers participation in the State Insurance Benefits Program and to amend the City Code to clarify Councilmember eligibility for retiree benefits and group insurance.

BACKGROUND SUMMARY: 
PEBA is requiring all municipalities who participate in the state insurance benefits program to reaffirm by July 1, 2024 whether councilmembers will remain eligible for coverage or if they will be excluded.  If approved the ordinance will amend the City Code to clarify Councilmembers eligibility for retiree benefits and group insurance eligibility is determined by PEBA.
